To open an HTML package in an overlay, create a hyperlink and use the expand media option:
Highlight the text that you want to convert into a hyperlink
In the text editor toolbar, click Edit Link.
Select the Expand Media
Select the HTML package you want to open in the overlay.
Click Ok.
